I purchase 3 of these several years ago - was doing my yearly check of safety equipment -
The foam had broken down - the insides were more of a sponge than closed foam flotation

Holding the PFD underwater, I could squeeze and bubbles came out - and the foam was water logged.

This may have happened over the last few years - they were stored out of the sun, dry, not crushed, but exposed to typical gulf coast outside temps.
