This is because they are designed to meet stricter standards set by an international safety organization (SOLAS stands for Safety Of Life At Sea). SOLAS parachute flares ascend to more than 1,000' and burn at a dazzling 30,000 candela for 40 seconds. Compare this to non-SOLAS USCG flares typically found on recreational boats, such as Orion’s pistol-fired 12-gauge flares, which burn at 16,000 candlepower for 7 seconds and reach 500' and you will understand why these cost more.
